Garline (I've also seen it spelled Garland), an old friend of Larva's from the Western Shinma. This cel is from near the end of episode 14, in which Garline and Miyu are vying for Larva. Garline is about to discover where Larva's loyalties lie....

It's a shame that Garline didn't get a bit more airtime and character development here. This is the first real continuing plot to appear in the TV series, and it was nice to see some of Larva's past explored. At least Garline got to have a cool ghost ship, a nice character design, and good clothes. :-)
