Nagumo Shinobu, head of the SV2 First Unit. I love Patlabor for the characters more than the mecha, and she is one of my favorites. She is a strong, competent officer who runs her unit by the book, but when it's important, she'll side with Goto and his band of Second Unit goofballs. :-) I'm excessively fond of this cel, despite its humble origin in a dealer's bargain bin. She's even wearing a nifty hat! I assume the cel is from the TV series.
