Sailors Uranus and Neptune back-to-back, with Sailor Pluto's back in the background. I believe this is from the little "bank" sequence the outers go through in the early episodes of the Stars season. Perhaps because the S season was the first Sailor Moon I ever watched, the outer senshi are by far my favorites. I'm very pleased to have a cel of the three of them together, even if two of them are mostly represented by their hair. :-)
