Shinohara Wakaba, the ever-genki onion princess. (Those are intended to be onions on the thumbnail frame, if you were wondering.) I really like Wakaba, since she's the closest thing to a normal friend that Utena has...and in a place like Ohtori, Utena certainly needs a friend.
